Normally, a suitable ability is needed with each sender and recipient, but a Telepathy Mage can change their mental signals itself into a material form, making it possible for them to even intercommunicate with a companion who doesn’t even have a telepathic ability.

In the Regulatory Bureau Chief Adam’s case, his materialized mental signals took the form of a “landline phone.”

Whether it was merely made possible with a telephone call to Tiki who doesn’t possess a telepathic ability or not, it functions as a highly secured transmission which detests being monitoring by third parties.
